Departments

This Department manages the Chief Executive's and Chairwoman's offices. This includes the business of the Board such as monthly public Board meetings and professional committees. The Equality Unit is also based in this department covering areas such as the implementation of equality and human rights legislation, interpreting/translation provision and complaints management. The function of Public Relations also sits within the office of the Chief Executive.

How to Make a Complaint

You can view the Board's Complaints Policy and Complaints Leaflet below on the associated downloads. All health and social care Trusts and family practitioner services have their own officer who deals with complaints. In the first instance please contact the relevant complaints officer who will investigate and respond to your complaint. If you remain dissatisfied with the outcome of this investigation you have the right to ask the Board to take your complaint to the second stage, this is referred to as Independent Review.

Equality and Human Rights

The Board is firmly committed to fulfilling and implementing its statutory equality duties under Section 75 of the NI Act 1998.

The Board is continuing to work with other organisations in the health and personal social services family - the Department of Health, Social Services and Public Safety, Boards, Trusts, HSS Councils and Agencies. As well as with voluntary and partnership organisations.

The Board continues to work to ensure that policies and procedures are compatible with the European Convention on Human Rights.

Interpreting and Translation Provision

There is a legal duty placed on service providers to ensure that services are accessible to all who present, this includes members of the black and minority ethnic groups. Therefore failing to provide interpreting when it is known that there is a language barrier could be construed as unlawful racial discrimination.

Currently there are two types of interpreting service availabe, the first is for fact-to-face interpreter and this is provided through the NI Health and Social Services Interpreting Service (NIHSSIS). The second is for telephone interpreting which is best suited to interventions of less than 10 minutes - Language Line is used for this purpose.

The NI Health and Social Services Interpreting Service (NIHSSIS) has been established to meet interpreting need as a first point of contact for service providers. All requests from Providers should be emailed to: interpreting@belfasttrust.hscni.net.

A regional contract for translation services has been put in place (as of June 2006) to ensure that all translations procured by HPSS organisations meet certain quality standards. The contract means the HPSS organisations can choose from a list of approved providers when they need either a letter/document/leaflet translated.

Public Relations

The Public Relations Department at the Board deals with a wide range of activities including media queries and promoting the work of the Board.
Other activities include strategic PR planning; events management; production of publications; public information campaigns; advertising; media monitoring; photography and speech writing.
